Real numbers, before you call anyone.
Most firms will not give you a number until you have sat through a meeting. These are the ranges we actually work in, in Ugandan shillings, with what decides where a project lands inside one.
Roughly what things cost
Find yourself below. The same words mean very different budgets depending on who is buying.
UGX 1.5M to 25M
A business getting online properly
A shop, a practice, a school or a small company. One system, a handful of people using it, and a decision you can make yourself without a committee.
UGX 25M to 90M
$6,800 to $24,000
An organisation running a programme
An NGO, a donor programme or a mid-size company. Several roles, real reporting obligations, and somebody who has to answer for the numbers.
UGX 150M to 1.5bn, or billions a year
$40,000 to $400,000, or millions a year
Government and national systems
A ministry, an agency or a multi-partner programme. Procurement, integration with systems you did not build, formal handover, and a system that outlives the people who commissioned it.
They are bands, not quotes. Two projects that sound identical in a sentence can sit at opposite ends of the same range, and the reasons are listed under each one. Shillings are what we contract in; the dollar figures are indicative at the current rate, for clients budgeting from outside Uganda. Tell us what you need and you will get a firm number, not a range. We reply within 4 business hours.
Buying from outside Uganda? International engagements are priced in dollars and run on your hours. Agencies and consultancies who need a build delivered inside their own contract should start at partnering.
Build your own estimate
Pick what you actually need. The total is not the sum of the parts: roughly 40% of any build is groundwork the second thing inherits rather than repeats, so each extra piece is charged at 60%.
Start from a common one
Or choose your own
Choose at least one and a range appears here, with what it costs to keep running.
A band, not a quote. Where you land inside it depends on things a web page cannot know, listed under each need on this page. Buying at national scale? That work is priced per financial year and is not something a calculator should guess at.
Then find what you are trying to do
Most projects are one or two of these. If yours is several, the total is usually less than adding them up, because the foundation is built once.
A website people take seriously
You need to be found, look credible to someone checking you out, and be able to change your own content without calling a developer.
UGX 1.5M to 12M
2 to 6 weeks
What moves it along the range
- →How many pages, and whether the content already exists or has to be written
- →Whether you edit it yourself, which means a content system rather than fixed pages
- →Whether it has to work in more than one language
- →How much of the design is bespoke rather than adapted
Selling and taking payment
You want people to buy without calling you, pay by mobile money or card, and you need the money and the orders to reconcile at the end of the day.
UGX 5M to 25M
4 to 12 weeks
What moves it along the range
- →How many ways someone can pay, since each one is a separate reconciliation
- →Whether you deliver, and whether riders carry cash back
- →Whether stock has to be tracked, and across how many locations
- →Whether it connects to accounting you already run
Bookings, registration and events
People need to reserve a slot, register for a programme or buy a ticket, and you need the list, the reminders and the money in one place.
UGX 4M to 18M
3 to 10 weeks
What moves it along the range
- →Whether capacity, schedules or resources have to be managed, not just a form
- →Whether payment is taken at booking or on arrival
- →How much gets confirmed or reminded automatically, by email or SMS
- →Whether staff need their own view to manage what was booked
Running the operation
The work currently lives in spreadsheets, books and WhatsApp. You want one system where records, approvals and who-did-what are visible and auditable.
UGX 12M to 60M
$3,200 to $16,000
8 to 24 weeks
What moves it along the range
- →How many roles see different things, and who approves what
- →Whether decisions follow a workflow with steps that can be sent back
- →Whether an audit trail is required, which it usually is once money or records are involved
- →How many branches, districts or partners use the same system
Reporting and proving results
You report to a board, a funder or a ministry, and assembling that report currently costs someone a week every quarter.
UGX 12M to 50M
$3,200 to $14,000
8 to 20 weeks
What moves it along the range
- →How many indicators, and whether they are computed from records or typed in
- →Whether results must be broken down by sex, age, district or partner
- →Whether reporting periods have to lock so submitted numbers cannot silently change
- →Whether the output has to match a funder's template exactly
Connecting or upgrading what you already have
You already own systems that work but do not talk to each other, or hold answers nobody can get at without logging into four places.
UGX 15M to 60M
$4,100 to $16,000
6 to 20 weeks
What moves it along the range
- →Whether the existing systems have interfaces, or only a database
- →How many systems have to be joined, and who owns each one
- →Whether an AI layer answers questions over that data, and whether it may leave the building
- →Whether permissions have to be inherited from the systems underneath
Collecting data in the field
Your people work where the network does not, and paper forms reach the office weeks later, if at all.
UGX 15M to 45M
$4,100 to $12,000
8 to 18 weeks
What moves it along the range
- →Whether it has to work fully offline and sync later
- →How many form types, and how often they change
- →Whether photos, signatures or GPS are captured
- →How many devices, and who supports them
A system one government entity runs on
A ministry, agency or authority needs a platform its own staff depend on daily: a register, a portal, a workflow that replaces a paper process. One entity owns it, procures it and answers for it.
UGX 150M to 1.5bn
$41,000 to $405,000
4 to 12 months
What moves it along the range
- →Whether it replaces a process people are legally obliged to follow, which raises the bar on every edge case
- →What it must integrate with, and whether that system's owner is cooperative
- →What the terms of reference require in training, documentation and formal handover
- →Whether it has to pass a security audit before it can go live
A national platform, priced by the year
A registry, portal or platform that several government entities depend on. We do not quote these as a build, because that is not how they are bought or how they survive: they are funded per financial year, over a term, with a review.
UGX 1bn to 20bn
$270,000 to $5.4M
per financial year, over a multi-year term with a scheduled review
typically 3 to 5 financial years
What moves it along the range
- →How many entities depend on it, and whether each needs its own data and its own view
- →Whether we operate it as well as build it, which is usually the larger half of the value
- →What it integrates with across government, and who controls those systems
- →What the service obligation is: hours of cover, response times, and who gets woken up
Keeping it running
UGX 600,000 to 6M
a month
The build is the smaller number over three years. This is the part most budgets leave out, and the reason so many systems in Uganda are quietly unmaintained by their second year.
- →Hosting on infrastructure you control, sized to the load
- →Daily backups, and a restore that has actually been tested
- →Security monitoring and patching
- →Someone to call when something breaks, with a response time in writing
- →A standing allowance for changes, because the work the system measures will change
Turn a range into a number
Describe what you need in a few lines and we will come back with a figure, a timeline and what we would leave out of a first version. Often the useful answer is that you need less than you thought, and we would rather say that early than bill you for finding out.
